COORDINATION MEETING THE BUILDINGS AND HOUSING

DEPARTMENT HELD ON 23.04.08

The Coordination meeting of the Buildings and Housing Department was held on Wednesday, 23rd April at 11:30am,in the Conference Hall of the Department.

The meeting was chaired by the P.C.E cum Secretary of the department. The welcome speech was addressed by the Additional Secretary of the department. The P.C.E.cum secretary welcomed all the officer and staff present in the meeting. The list of all who attend the meeting is appended at Annexure A. He also welcomed the officers who have recently joined the department on being transferred to this department.

The meeting commenced as per the agenda appended at Annexure B.

 
     
  1. REVIEW OF THE MINUTE OF THE LAST MEETING HELD ON 22.05.07:

WEST DISTRICT

Science Collage at Soreng
The Sr. Accounts Officer was direct to prepared the Utilization Certificate and forward the same to Human Resource Developed Department.

Construction of Sub-jail Complex at Gyalshing
The Div.Engineer was instructed to submit the revised estimate of the Sub-Jail Complex at Gyalshing by the end of May.

Construction of I.R.B.HQ at Pipley (Phase II)
The Superintending Engineer (Planning) apprised the House that certain estimate for the construction of I.R.B.HQ at Pipley needs to be rectified.

The Div. Engineer (West) had been instructed to pursue the matter with the P.H.E. and Energy & Power Dept and the revised estimate was to be submitted by 5th May.

Construction of Model Police Station at Sombarey:
 
 

The work has come to standstill after the court order to stop the work on March’08’.The litigation is still going on as has been proved to whom the land under construction belongs to.

(I) The Superentending engineer
Planning,
Building & Housing Department
Gangtok

The P.C.E.cum Secretary apprised the House that as per the law, the government should pay the compensation for the land to the owner. Since the asset is being constructed in the behalf of the Police Deptt, the Police Deptt. should be made to pat the compensation.

The P.C.E.cum Secretary informed the House that whenever such legal dispute aries, the department officers/engineers, who are expert in their field and know the case better can always take the permission of the chair and explain the case before the court.

The Div.Engineer (West) was therefore direct to represent the case before the court and convince them. The matter should be settled amicably and the injection has to be lifted.
The Land Revenue’s 1978’s Notification may also be considered if it favours the case.

Construction of the Research Centre for Indian Nepalese Literature and Culture at Kyongsa.

The field work has not yet started as the fund needs to be transferred from the Culture Affairs & Heritage Deptt. to the Energy & Power Deptt. The Chief Engineer has been advised to corresponding with the Culture Affairs & Heritage Deptt. for the transfer of funds to the Energy & Power dept. copy of the same may also be sent to the Chief Engineer (Energy & Power Deptt.)

In case of any shortfall a revised estimate may also be submitted.

SOUTH DISTRICT

Construction of Sub-Jail Complex at Namchi:

The P.C.E. cum Secretary showed his displeasure on the absence of the Jr.Engineer (Namchi).He was called up telephonically and was directed to submit the revised estimate for the construction of the Sub-Jail Complex at Namchi by the 2nd week of May failing which departmental proceeding will be initiated against him.

The Superintending Engineer and the Div.Engineer of the concerned division were also instructed to ensure that the work is completed on time. The need for full cooperation amongst all the level of officers for the complention of the task was also highlighted.

Extension of the District Library at Namchi:
The Superintending Engineer (S/W)has been entrusted the task to purse the matter with the Culture Affairs & Heritage Deptt about the fund position for the extension of the District Library at Namchi.

Construction of Alternate Ground at Singithang
The work has been completed but the payment has not yet been made. The Sr.Accounts Officer has been instructed to ask for the transfer of 100% resource from the Sports & Youth Affair Deptt.

Construction of the Regional Administrative Centre (R.A.C) at Karfectar:
The Superintending Engineer (S/W) has directed to ensure the submission of the revised estimate of the construction of the R.A.C. by the 1st week of May which should incorporate the central heating and cooling system.

Construction of the Police Training Centre Yangang (Phase II)
The 2nd week of May has been schedule for the inauguration of the Police Training Centre at Yangang. The water supply line has to connected for which a No Objection Certificate has been deemed essential from the landowners.

NORTH/EAST DIVISION

Construction of Boundary Fencing at Pakyong Sub-Division Officer Complex:-
The work has been physically completed but the payment of the final bill has been held up as the file is with the Vigilance Deptt.

Construction of S.D.M.Complex at Rongli:-
The Architect Cell was direct to expedite the drawing of the gate for the S.D.M.Complex.
There was a suggestion that a new outlook could be given to the gate by adding a blend of modernization and our state’s own traditional architecture duly harmonizing with the concept of the building.
The P.C.E.cum Secretary stressed on the need of completing the project in all respect by end of June 2008.

 
     
 

Construction or Raj Bhawan Complex:-
Decision to incorporate some changes as highlighted by the field engineers could be taken after inspecting the site by the PCE-cum Secretary, Chief Engineer and other senior officers in the next coming few days.

Construction of S.N.T. Office at Rangpo:-
The work of ground floor has been completed as per the fund made available by the Transport Department against the DPR submitted for the entire building.
The Superintending Engineer (N/E) has been asked to pursue the matter with the Transport Department for further work.

Construction of Tribal School at Swayem:-
The PCE-cum Secretary and the Chief Engineer expressed concern about the delay in completing the work for which the field official have been direct to give due attention for early completion of work. So that the complex can be made functional at the earliest possible.

PROJECT DIVISION

Kolkata Guest House:-
The Div.Engineer (Project) has been directed to submit the revised estimate for the Kolkata Guest House at the earliest.

HEAD QUARTER DIVISION
Construction of Multipurpose Hall Cum Gymnasium for S.A.P at Pangthang.

It was assured by the concerned field official that the work will be completed by mid- July. The Sr.Accounts Officer has been instructed to correspond with the Police Deptt for the release of resource.

STORE DIVISION
It was decide that the stock materials in the store division should be properly
monitored. The materials brought in the store division should be used for the same work for which it had been procured.

For the proper function of the Store division, the following persons have been entrusted with the duties to look after the works of the Store Division henceforth:-

(a) Miss Tenzing Pema, Jr. Engineer,(planning) has been given the additional charge of the Gangtok Store.

(b) Another Jr.Engineer proposed will be posted at Jorethang shall hold the additional charger of the Jorethang Store.


(c) The Jorethang Store shall be under the charge of Superintending Engineer South/ West and the materials will be issued under approval and signature of the Superintending Engineer South/West in the indents.

(d) Smt.Snagay Diki Bhutia Assistant Engineer (Planning) who has been transferred to the development will shall be issued under her approval and signature in the indents.


(e) The Divisional Engineer (Planning) will also hold the additional charge of both the store at Gangtok and Jorethang.

(f) The Superintending Engineer (planning) will continue to hold the additional charge of the Store Division.

STATE GREEN MISSION

All the Assistant Engineers have been directly to submit the status report of the Green Mission Programme of 2007-08 undertaken by the Department as under:-

(i) Categories of plants planted;
(ii) Date of plantation;
(iii) Numbers survived;
(iv) The effect of the onslaught of hailstorm and pre-monsoon rainfall on the sapling planted, etc.

The report should reach the office of the Superintending. Engineer (Planning) by
30.04.08 who will there after compile the report and place it before to the Chief Engineer by the 15th of May.
In order to achieve success of the vision of the Government to make/convert Sikkim as a green and eco-friendly state, the Department’s higher authorities directed all the field officials to provide green covers by planting dubos other plants in all government offices/ complexes by deploying the department’s maintenance gangs.

Change in Design and Plan of the Building/Change in Scope of Works.

 
 

The PCE- cum Secretary to the Notice of all officers that there are instance of their change in design and plan of the buildings or change in scope pf works carried out by the field engineers as desired by the authorities of the line department s during inspections without the knowledge and approval of the higher authorities of the department during inspections without the knowledge and approval of the higher authorities of the department. As such, all field engineers have been directed not to resolve to this practice Henceforth, department/departments desiring any deviation from the original approved plan and design should be brought to the notice of the higher authorities of the department by the field engineers and should thereafter only proceed ahead as per the directions and instruction given by the authority of the department. For this purpose the authority/authorities desiring any such change/changes should be requested to obtain the prior approval of the authorities of the Buildings & Housing Department in the first instance.

Capacity Building Pogramme
It was highlighted that the west Division achieved better result under the Capacity Building Programme undertaking during 2007-08.
Some of the pertinent problems faced by the various divisions in conducting the programme in 2007-08 were highlighted as under:-
(i) The inaccessibility of the trainees to reach the training centres for
e.g. many identified trainees from the far flung places in the various
constituencies could not reach the identified training centres.
(ii) It was also observed that many of the trainees were skilled workers
Already and hence the objective of making unskilled workers as skilled workers was defeated to certain extent.

Therefore, in order to maintain transparency in future programmes, decision was taken to screen the prospective trainees with the help of Area Panchayats before enrolling them as trainees.

In order to make the programme a result orientated one, decisions were taken for the ensuing programme of 2008-09:-
(i) The training programme should be self-sustaining.
(ii) The number of trainees should be reduced.
(iii) There should be centralized training centre.
(iv) The duration of the training should be increased.
(v) The areas where the training is to be held should be specified.
(vi) The training should be institutionalized.
(vii) In order to make the trainees proficient in a particular field, the training shall be imparted in a specific field, as per the capability and aptitude of the trainees.
(viii) For the above purpose, a screening test of the trainees should be conducted by the Asstt.Engineer assisted by the Jr.Enginer. The concerned area Panchayat too will be involved in the screening test.
(ix) The training Programme should be residential one to achive the desired result.
(x) The S.I.R.D. Karfectar has been identified as one of the centres for the ensuing training programme.
(xi) The previous trainees can also be considered for further training for a period of one month in order to enhance their proficiency.

(xiii) It was decide to cover as far as possible all the Assembly Constituencies except Sangha seat. For this purpose the Nodal Officers of the department have been directly to draw the training programees for the current year duly identifying the training centres and work out the trainee’s strength as per the capacity of the training centres vis-à-vis fund allocated for the programme.
(xiv) Trip/kits purchased under the Capacity Building Programme issued to the trainees after the training.
(xv) It was proposed that the duration of training for carpentry shall be fixed for a period of two months and for painting and masonry for one month.
(xvi) The following officers were entrusted with the responsibility of the training programme for the year 2008-09:-
(a) The Superintending Engineer (Planning) and the Div. Engineer (Planning) as
the Nodal Officer and Assistant Nodal Officer respectively.
(b) They will be assisted by the Div. Engineer (Project) and Senior Architect.
(c) The Superintending Engineers of the respective circle will coordinate with the Nodal Officer for the programmes under their respective jurisdictions.
(xvii) The Nodal Officer was instructed to communicate with the S.I.R.D. for fixing up the training schedule.
(xviii) It was also proposed to evaluate the performance of the trainees at the end of the training programme.
(xix) The Panchayats of the concerned village shall be entrusted with the responsibility of distributing the certificate to the participants/trainees of 207-08.

INSTALLATION OF WEBSITE
The Superintending Engineer (Planning) has been directed to ensure the installation of the department website by May positively.

PAYMENT OF SALARY
The Muster Roll wages should be made in the 1st week of every month positively.

PERMISSION TO LEAVE THE STATION
All the officer has been advised not to leave the district/ station without the prior permission of the P.C.E- cum Secretary. The Addl.Secretary has been instructed to issue a circular in this regard

2. PROGRESS REPORT OF ONGOING WORKS:-

Progress Report
The concerned Div. Engineers were instructed to submit the Progress Report directly to the Superintending Engineer (Planning) with copy to the respective Superintending Engineer of the circle.

Melli Composite Check Post
The PCE- cum –Secretary directly the concerned Superintending Engineer to submit the revised estimate for Melli Composite Check Post latest by 5th May.

High Court (Phase-III)
The field engineers were directly to expedite the progress of the work and were also directed to avail the services of Shri. Ashok Chettri, Jr. Engineer under Project Sub- Division for necessary checking and designing of reinforcement, if required.

CULTURAL CENTRE AT GANGTOK
The PCE- cum-Secretary observed that the physical progress is not commensurate to the fund released by the Culture Affairs and Heritage Department. The field officials were directed to expedite the progress.

CONSTRUCTION OF HERITAGE CENTRE AT KHECHEOPARI
The Div. Engineer has been instructed to purse the matter with the Gumpa Committee for the early commencement of the work.

DISTRICT ADMINISTRATIVE CENTRE AT MANGAN
The Assistant Engineer (Mangan) has been directed to verify the status of the land pertaining to the District Administrative Centre (DAC) at Mangan with the Dictrict Collector (North)
